Incident occurred at the Ann Arbor Muni Airport, Ann Arbor, MI. The engine failed or malfunctioned during the initial climb. Landed wheels up on touch down. There was a partial power loss with the failure of one engine. The emergency circumstances included; forced landing on a seaplane base or heliport and suspected mechanical discrepancy...
